In most carnival shots, you would like to see most of the subjects with somewhat clarity, hence, having a low f-stop must be thought about. This image does not have a low f-stop, but would benefit from that so as to blur out the man in the background. This can also be done manually with photo editing software after the fact, but that creates a lot more work so it's best to do it in the camera.
